City Council - Shumen with a request to the Ministry of Health to close the activity of Home for medico-social care for children

On 19 December 2013, at a regular meeting of the City Council - Shumen, it was decided to send a request to the Ministry of Health for the closure of Home for medico-social care for children, Shumen. The closure of HMSCC Shumen is a result of the project "A family for every child", supported by donations from millions of Bulgarians, TV show " Magnificent Six 2", Bulgarian Government and additional funding from UNICEF.

Since the beginning of the project in 2010. more than 120 children have left HMSCC and have been reintegrated in their families, adopted, placed in foster families or relatives. At present the institution houses 14 children who will be relocated in family-type accommodation centers for children with disabilities.

On the place of HMSCC has been established a network of new prevention services and support to children and families at risk, covering the entire region of Shumen: three family-counselling centers (Shumen, Novi Pazar, Veliki Preslav), Daily center for children with disabilities in New Pazar, Center for Child and Maternal Health in Shoumen, development of foster care at regional level, services to prevent abandonment in maternity hospital.

Until now, thanks to the work of the Family counselling centers, more than 3,300 families have been visited in the area. For each of those families was provided the necessary support for its access to health, education and social services. More than 190 children were placed in foster care families, thus preventing their placement in an institution. The families of nearly 200 children were supported to stay together and children not to be abandoned. Over 135 children who did not attend kindergarten are prepared for school and now they are successful students.

The visiting nurses of the Center for Child and Maternal Health, in only 6 months since its opening, have made over 2,600 home visits to 1,500 families. Each of those families was provided with relevant support - promoting breastfeeding and nutrition, guidelines for health care and child development, and aid in the first, most difficult, days after the child is born.

The City Council - Shumen offers the funds released from the support of HMSCC - Shumen to be used to fund health and social services in the community in the region of Shumen. The decision of the City Council - Shumen will enter into force after all children have left HMSCC – Shumen and are provided with appropriate care in the most family-like environment.

The project was implemented in 2010-2013, in partnership with the Ministry of Labour and Social Policy, Social Assistance Agency, Ministry of Health, State Agency for Child Protection, the District Governor of Shumen and all municipalities in the region.
